Subsidies for the upgrading and renovation of homes and apartments are granted by municipal councils within a legally defined scope. In this brochure you will find out which works are suitable for funding, who can request a subsidy, how much subsidy you can receive and how you can request a subsidy. This brochure covers "house" homes and apartments.

Which works can be funded? Houses meet the bearable standards when: drain ages, for rain water and from faucets for kitchens and bathrooms. Houses must also have all the basic facilities that are: a cloakroom. Councillors may provide subsidies for all work to make a home bearable or in good condition.

There is no subsidy available for routinely repairing and servicing such as painting over windows frame or replacement of old equipment. The Council may also award subsidies for the following kinds of work which go beyond the fundamental bearable standards: in a communal property (e.g. an apartment building) to make a home fit for the needs of a handicapped resident there.

Must the Council give me a subsidy? The Council is in most cases responsible for deciding whether to accept an applicant for a subsidy. Legislation specifies all kinds of work that may be funded, but each Council may have its own guidance to determine which kinds of work are prioritised for financing.

Please consult your council for further information on your country's policies. As part of its budgetary procedure, the Council must provide you with a subsidy for the following kinds of work: any work that the Council requests of you by making a legal communication or order on ownership. The Council could do so in four situations:

In case the building does not comply with the bearable standards, it can be used as an order for improvements where you have to upgrade it to the standards. You can issue a repair notice asking you to rectify the problem if the home is in a serious state of neglect or is likely to deteriorate seriously if no work is done.

Where a repair notification is delivered in a facility that comprises both commercial space and buildings (e.g. apartments with stores on the groundfloor), companies may also receive subsidies. Once the home is in an action area, you will give an indication of the default to which you must take the home.

When the home is inhabited by more than one household, it can carry out an order that requires you to supply a fire-ladder. Can anyone request a scholarship? As a rule, the homeowner should be the individual requesting a subsidy for improvement or repair. Farm and farmer leaseholders are considered to be the property holders in connection with subsidies.

In some cases, a lessee may request a subsidy, subject to the nature of the work and the conditions of his rental agreement. Please consult the Council for further information. Life companions can also request funding if they are in charge of the scheduled work. Handicapped people can request a work allowance to adjust their home to their needs, even if they are not owners or tenants.

When someone else is applying for a scholarship, e.g. a young adult who lives in a home owned by his or her parent, or a representative or client, he or she will not receive a subsidy unless a certain threshold is set. More than 10 years before the date on which you request a subsidy, the property must have been constructed or transformed into a home.

They can still receive a subsidy to work on a home that is less than 10 years old in order to receive basic equipment or make the home accessible to the handicapped. At the end of the work, the Council must be able to satisfy itself that the building meets the bearable standards and is in a good state of repair. However, the Council must also be able to verify that the building is in a good state of repair. 2.

It may mean that you need to fix other issues as well as the work you initially scheduled. Do not begin work until your scholarship request has been accepted in written form. They cannot claim a subsidy to cover work already carried out.

When you are not the property holder, the property holder must consent to you requesting a subsidy. What subsidy can I get? When the Council approves that you should receive a subsidy for the work you want to do, it will determine how much you should receive.

Amount of the promotion you can get is dependent on the costs of labor and how much the bill says that you should be paying yourself. Firstly, the Council needs to know how much the works that will be supported will be. If you are applying for a subsidy, you must submit a full description of the work to be done and a quotation.

Expenditure on the preparation of schedules and specification and value added tax is considered ineligible. Councillors may award subsidies for work costing up to 20,000 euros in all. You can request the Scottish Government to exceed this threshold if there are good grounds for the additional outlay. During the last 10 years, if subsidies have been awarded for work on the same building, the amount you can receive for a new request may be decreased.

In order to ensure that the least able individuals to pay for work on their home are encouraged, an evaluation is carried out to determine how much of all those who are expected to help keep the home running should be made. You are described as a resident if you reside in the home, or if you own the home and a member of your household resides there.

When you own and rent the property to a tenant, or when you want to upgrade and resell it, you are a non-owner. Valuations are defined by statute so that all councils compute the amount of the benefit in the same way. Some works are subject to a 50% rate, even if you normally pay more than 50% of the costs.

When you are eligible for more than 50% subsidy, you will get the higher amount. Works for which a minimal allowance per cent is payable: If you or a member of your household lives in the home or intends to stay there after completing work, this evaluation is valid. How much funding you can get will depend on how much usable earnings you and your spouse (if any) have earned in the past year.

When you are a co-owner or co-owner of the home, the Council must be informed of the incomes of all other co-owners or co-owners and their spouses. When you or your spouse receives earnings support, income-related unemployment benefit or the guarantee component of the pension credit, it is assumed that you have no disposable earnings.

Otherwise, to compute your eligible earnings, the Council will add up all your receipts over the past year: all payments or taxes you receive will not be included except for housing allowances. The Council then deducts the following amounts: Fifty per month if you have a affiliate and you or your affiliate (or both) are deactivated or blindly enrolled.

It will also need to know whether you have obtained any indemnity or assurance that could recover the expenses of the works suggested, be it in connection with damages to the property or disabilities. Overall earnings attributable to the proposal (including all co-owners) are likened to a chart showing how much you need to pay, as a percent of labor expenses, and how much percent you can get in promotion.

On the back of this brochure, the finished invoice gives you a general indication of the percentages you could receive. If: The subsidy is valid for business space in a facility that also comprises buildings. There are two assessments that the Council must receive from the House: an estimation of the value that it would have had on the same day if all the suggested work had already been done. You may be invited by the Council to submit these assessments or it may obtain them itself. No deadline exists for approving or rejecting your request, but they must notify you of their choice in written form. When the Council rejects your proposal, it must tell you why. The Council may be asked to reconsider its evaluation of the applicant's submission if you consider that it has made an error in the calculation of the amount due to you.

Work on the project may not begin until the Council has given its written approval to your funding proposal. You may not be eligible for a subsidy from the Council if you begin work before your request is accepted. It is possible that you will also need a construction permit or a construction permit from the Council.

Grants are not approved separately from grants, and you should not begin work until you have all the necessary authorizations or guarantees. Council may provide you with further information. It may be made a precondition for the Council's authorisation that the work be concluded by a certain date. Council may make the payment in the form of an instalment in the course of the work or a flat-rate payment at the end.

Applicants must make payment of the entire subsidy within one calendar months of completion of the work, provided that it has been cleared to the Council's satisfaction and that the contractor's bill has been sent. Council can either directly disburse the subsidy to you, or you can order it to disburse it directly to the supplier.

You are responsible for verifying that the work has been done at a satisfying level before paying the supplier or agreeing that the Council will reimburse the supplier. Which other help is available?
